How it compiles: the policy documents are ingested once and compiled into the rule graph (Graph RAG over the policy set). Evaluation is deterministic, with zero model calls on the decision path, so the same de-identified input always yields the same decision. The patent-pending threshold-gated orchestration is the gate-order mechanism above.
Review queue
Only cases the regulation genuinely leaves to judgment reach a human. The conflict is already identified, so the reviewer decides one question, not the whole claim.
